Publication of the article “Development of Digital Competencies in the European Union”

The article examines digital competencies as a key factor in digital transformation and the socioeconomic development of European Union member states. The subject of the study is the DigComp 3.0 digital competencies framework, which is used as a methodological basis for analyzing European Union digital policy, assessing digital inequality, and transforming educational approaches. The study found that digital competences in the European Union are viewed as a dynamic system of knowledge and skills capable of adapting to technological changes. Significant differences in the level of digital competences were identified among European Union member states, as well as across genders and age groups. The study demonstrates that high levels of digital literacy are associated with the presence of a well-developed digital infrastructure, long-term investments in education, and a comprehensive government policy.

It has been determined that universal approaches to developing digital competencies must be supplemented by targeted programs for vulnerable population groups, particularly older adults. The successful implementation of the DigComp 3.0 digital competencies framework requires adaptation to national contexts and flexible implementation mechanisms.
